Equity

Equity

To create schools that enable all students to learn, districts must provide learning opportunities that offer supports based on the needs of individual schools, teachers, and students (equity) and have high expectations for all students (results).  It is through these efforts that all students succeed.

Both federal and state laws require in educational programs and in school hiring practices there is no discrimination on the basis of sex, disability, race, color, national origin, religion, creed, age, sexual orientation, gender identity, marital status, and socioeconomic status.  In addition, districts are required to implement multi-cultural, gender-fair approaches to the entire educational program.

The Iowa Department of Education has the legal responsibility to monitor compliance with federal and state equity related requirements in school districts receiving federal and state funding.  The Equity Review Process is one way the Department carries out this responsibility. Davenport Community School District has the responsibility to implement, integrate, and monitor federal and state equity related legislation. It is the role of the District Equity Coordinator to coordinate efforts to comply with these equity related requirements.

Non-Discrimination Statement

It is the policy of the Davenport Community School District not to discriminate on the basis of race, color, national origin, sex, disability, religion, creed, age (for employment), marital status (for programs), sexual orientation, gender identity and socioeconomic status (for programs) in its educational programs and its employment practices.  There is a grievance procedure for processing complaints of discrimination.  If you have questions or a grievance related to this policy please contact the district’s Director of HR & Equity  (Jami Weinzierl, weinzierlj@davenportschools.org) located at 1702 North Main Street; Davenport, Iowa 52803; phone (563-336-7487) or Associate Director of Equity (Jabari Woods, woodsj@davenportschools.org) located 1702 North Main Street; Davenport, Iowa 52803; phone (563-336-7496)

The Board requires all persons, agencies, vendors, contractors and other persons and organizations doing business with or performing services for the school district to subscribe to all applicable federal and state laws, executive orders, rules and regulations pertaining to contract compliance and equal opportunity.

Title IX Equity Coordinator

One of the requirements of the Title IX of the Education Amendments of 1972 (sex discrimination), Section 504 of the Rehabilitation Act of 1973 (disability discrimination), and Chapter 95 of the Iowa Administrative Code (employment discrimination) is the district assign an employee the responsibility of coordinating compliance efforts. The District’s Title IX (Equity) Coordinator responsibilities extend through every aspect of district policies, programs, and practices; however, these responsibilities can be placed into six basic categories:

  • Knowledge of Federal and State Laws
  • Policies and Procedures
  • Dissemination of Information
  • Professional Development
  • Facilitate the Complaint (Grievance) Process
  • Monitoring

The intent of the legislation is for the equity coordinator to be more than a processor of grievances and complaints. Their role is to keep staff, students, and parents informed about their responsibilities and rights under the law. They monitor programs and activities within the district to ensure that they comply with federal and state equity requirements related to sex, disability, race, color, national origin, religion, creed, age, sexual orientation, gender identity, marital status, and socioeconomic status.
