BUSINESS OPERATIONS
Naming Facilities
The Board will consider requests to name or rename buildings
and facilities from community and school groups. The Board may decide to appoint
an ad hoc committee of three Board members to hold hearings on a request to name
or rename a facility. The ad hoc committee will then make a recommendation to
the Board.
It is the practice of the District
to name elementary schools after Presidents of the United States, intermediate
schools after former superintendents, and high schools based upon compass
direction.
Requests to rename portions of buildings, i.e. wings,
auditoriums, swimming pools, gymnasiums, and separate facilities must come
before the Board. The administration will be responsible for making the requests
to the Board to change names in these portions of buildings.
Name Signs on School Buildings
The District shall provide a
suitable identifying sign at each new school, and the sign shall contain the
full name of the school.
Each new school and/or major renovation and/or addition
should include a plaque listing dates of building and names of appropriate
officials involved in construction.
Any existing structure not having such a plaque shall have an
appropriate plaque provided.

Energy Use
The
District is environmentally conscious and accepts
responsibility for developing and enforcing programs
and procedures which conserve energy and other
natural resources. Optimizing existing funding
sources through effective energy use is a priority.
The
District will maintain an energy management program
which will:
- Decrease
expenditures through energy cost savings, utility
rebates, energy source purchasing plans, and
building energy conservation measures
- Provide
guidelines for the purchase of energy efficient
equipment
- Encourage
energy conservation understanding at all grade
levels
- Maintain a
safe and healthy learning environment
- Optimize the
use of our energy resources
- Comply with
federal guidelines if applicable

BUSINESS OPERATIONS
Reward for Information Regarding Vandalism
It shall be the policy of the
District to provide rewards for information regarding vandalism to school
property. The following guidelines shall apply:

The administration shall be authorized to establish
rewards not greater than $100 for information leading to the arrest and
conviction of persons guilty of vandalism and/or theft in any of the
schools

Notices of such reward shall be announced in the school
in which the vandalism occurred as well as being given to the news media

All information that results from such announcements
should be received by the Superintendent or designee who will transmit
such information to representatives of the police department for action

The Superintendent or superintendent's designee shall be responsible to
keep confidential the names of any informant and to make payment of any
reward due as a result of such information

The members of the police department shall confirm the
fact that such information did result in the arrest and conviction prior
to any reward being made

The Superintendent or superintendent's designee shall be authorized to
sign complaints against individuals accused of vandalism when necessary in
order that such cases may be properly referred to the courts

Employees of the Board and members of the police
department shall be ineligible to receive such rewards.

BUSINESS OPERATIONS
Unauthorized Persons in Buildings
All citizens are encouraged to visit our school buildings and
to observe the many outstanding activities that are part of the school day.
However, any person desiring to visit a school shall report to the principal's
office for a visitor's pass and is required to wear that pass during the time
spent in the building in order to be readily identified by school staff.
Unauthorized persons are prohibited from entering or loitering in school
buildings or on school property and are subject to arrest.

Conflicts of Interest
District employees shall not sell, in any one occurrence, any
goods or services having a value in excess of $500 to any state agency unless
the sale is made pursuant to an award or contract let after public notice and
competitive bidding. However, "services" does not include instruction
at an accredited educational institution if the person providing the instruction
meets the minimum education and licensing requirements established for teachers
at the education institution.
Members of the Board shall not have an interest, direct or
indirect, in a contract for the purchase of goods, including materials and
profits, and the performance of services for the District. This prohibition does
not apply to contracts which benefit a Director, if the benefit to the Director
does not exceed $2,500 in a fiscal year, and contracts made by the Board, upon
competitive bid in writing, are publicly invited and open.
Board members and teachers may not act as agents or dealers
for school textbooks or for school supplies during the term of office or
employment.
Members of the Board who have, or may have, an interest in
any contract to furnish supplies, materials, or labor to the District shall
disclose such interest.
Board members shall not receive compensation directly from
the Board with the exception of legitimate expenses for performing official
duties as allowed by Iowa Code § 279.32.
The appointment of any other relative within the third degree
of a Board member shall be made only by action of the Board. This does not
apply, however, to public school teachers, but it does apply to other District
employees.
