Eligibility Procedures Interscholastic Activities
Student Accounting
1. All eligibility and physical examination records will be
kept in the Activities Office and the Activities Director will be responsible
for the accuracy and updating of these records.
2. Rosters of students involved in each interscholastic
activity will be prepared on the computer in the Activities Office. This data
base will be updated weekly as students are added or dropped from an
interscholastic activity. The initial participation roster will be prepared at
the start of each season.
3. The Area Education Agency will publish two GPA rosters for
the student body of each school at the end of each quarter. A regular GPA roster
will be published and provided for each building. In addition, a roster will be
published of all students in the building, using weighted grades for higher
level courses, for the purpose of Interscholastic Eligibility.
4. A roster of the interscholastic activities currently in
session will be published on the last day of each quarter by the Activities
Office. This will be used to cross check with the AEA-GPA Weighted Eligibility
Roster and Failure List in order to determine eligibility. It will be the
responsibility of the head coach or person in charge of the interscholastic
activity to check the eligibility of each participant and to provide a roster to
the Activities Office for interscholastic activities that start in the middle of
a grading period.
5. The process of receiving this information from the AEA
usually takes approximately seven days. Eligibility will be determined for
students involved in interscholastic activities currently in session within
forty-eight hours of the school receipt of the weighted GPA Eligibility Roster
from the AEA.
NOTIFICATION OF COACH AND PARTICIPANT
1. Junior high building officials must notify the high school
activities office prior to the established eligibility date of any ninth grade
student who is ineligible due to this policy or who violates the Iowa High
School Athletic Association eligibility policies.
2. As soon as possible, following determination of the
eligibility status of a student participant, the Activities Office will notify
the head coach or person in charge of the interscholastic activity. The
Activities Office will also notify the parent/guardian of the student, by mail,
of the ineligibility. It shall be the responsibility of the head coach or person
in charge of the interscholastic activity to personally notify the participant
immediately and to remove that student from the participation list. The head
coach or person in charge of the interscholastic activity shall also take steps
to provide the student with tutoring or other assistance to enable them to
regain their eligibility at the end of the next grading period.
PRACTICE/REHEARSAL
1. Students whose weighted GPA for the quarter/semester is
less than 1.5 are ineligible and will not be allowed to attend practices or
compete in events during the following quarter.
2. Students that do not pass at least four full-credit courses
for the semester are ineligible for the following semester. They may not compete
in events during the entire semester, but they may practice. (State Department
of Education Rule)
3. Ineligible students will not be allowed to try-out for
activities.
4. Students whose weighted GPA for the quarter/semester is
1.5-1.99 will be on probation until the day that mid-quarter grade reports are
received by the school the following quarter. Probationary students may attend
practice, but will not be allowed to compete in events. Those probationary
students who earn a 2.0 weighted GPA or above on their mid-quarter report will
become eligible immediately. Probationary student that do not earn at least a
2.0 weighted GPA on their mid-quarter report will become ineligible and will not
be allowed to practice or compete during the remainder of the quarter. The coach
or activity sponsor is to review the students mid-quarter report and bring it to
the activities office if they feel the student should be declared eligible.
5. Students participating in classes in which grades and
credit are earned and concert attendance is mandatory will be affected by this
policy. Outside of the school day concerts that result from instruction in these
courses will be permitted, except in instances involving interscholastic
competition. (Includes Jr. High Courses: Chorus, Band, Intermediate Band, Band
and Orchestra, Orchestra Winds; Sr. High Courses: Mixed Chorus, Mixed Chorus II,
A Capella, Show Choir, Chamber Singers, Band, Orchestra and Orchestra Winds.)
Students will not be penalized in their grades for not
participating in interscholastic competition, due to being ineligible.
6. Eligibility is required for participation in any event that
is an interscholastic contest. That is, eligibility is required for
participation in either a team role or support role of a team involved in an
interscholastic contest.

PARTIAL CREDIT CLASSES
All partial-credit classes will be computed in the GPA, for
eligibility purposes.
DROPS FROM CLASS
1. Students with 6 full credit classes will be allowed to drop
the sixth class, with the permission of the building principal, counselor and
parents during the eighth and ninth week of each semester, without any grade
penalty.
2. A student is not permitted to drop below five full-credit
classes. If there are special circumstances which make this necessary, these
must have the approval of the building principal and are to be made known
immediately to the Regional Director.
TUTORING
Consistent with the intent of the eligibility policy, tutoring
shall be offered to those students who may be in danger of ineligibility and
those who have lost eligibility. Coaches, activity sponsors, and activity
directors at each school shall be involved in defining and implementing the
tutoring program for their school. Students shall be made aware of the program.
Tutorial programs already in place may be used or modified to meet the intent of
the policy.
TRANSFER STUDENTS
The grades that transfer into a school from another school
inside or outside the school district will be the grades used to determine
participation for the remainder of the quarter they enroll. The grades the
student earns during the current quarter/semester of enrollment are the grades
that will be used to determine eligibility for the following quarter.
INCOMPLETES
Students who receive an incomplete grade, have approximately
ten days to change that grade. Students in this situation will remain eligible
and their eligibility will be evaluated after the incomplete grade has been
removed. This process shall occur as quickly as possible.
SUMMER SCHOOL
Grades earned in summer school classes will be used only to
improve the students eligibility status. Students may take summer school and
earn one or two credits. If a course is taken in summer school to replace a
course that was failed, the grade received in summer school may replace the
failing grade for the purpose of eligibility if the course is a comparable
course. Comparable and non-comparable course grades will be averaged into the
grading period preceding summer school. A comparable course shall be one that
meets the same requirements in the same subject area. Students who are on
probation at the end of second semester may use grades earned at the end of the
first three weeks of summer school to improve their eligibility status for
summer school.
A senior who graduated in June and whose second semester
grades place him on probation for Interscholastic Competition may enroll in the
Davenport Community School District Summer School in order to regain eligibility
for Summer Sports by having a 2.0 average at the end of three weeks. The student
must continue enrollment in the course or courses to maintain eligibility.
APPEAL PROCESS
Students who have been declared ineligible as a result of
Policy 505.5 shall have the right to appeal the ineligibility in the case of
extenuating circumstances. The procedure is as follows:
1. A written appeal of the ineligibility is to be filed with
the Regional Director by the pupil, parent or principal. The written appeal
shall include a full description of the extenuating circumstances upon which the
appeal is based.
2. A prompt impartial hearing before the Administrative
Advisory Council shall be scheduled by written notice to the pupil, parent and
principal. If a teacher's grade is questioned, that teacher shall be in
attendance at the hearing.
3. The pupil shall be entitled to representation by counsel
and have the right to call witnesses and present evidence.
4. The Council shall make a written decision following the
hearing to the superintendent, pupil, parent, and principal.
5. The decision of the Administrative Advisory Council may be
appealed to the Superintendent of Schools and subsequently to the Davenport
Community School District's Board of Directors.
