803.01

INTERNAL BOARD OPERATIONS

Development of Policy

The Board has jurisdiction to legislate policy for the District with the force and effect of law.

The written policy statements contained in this manual provide guidelines and goals to the citizens, administration, employees, and students in the school district community. The policy statements are the basis for the formulation of regulations by the administration.

Policies may be proposed by a board member, administrator, employee, student, or member of the community. Proposed policy revisions or adoptions will be brought forward by the Policy Committee to the Agenda Committee for placement on the board agenda.

The policies of the Davenport Community School District are developed by the Board Policy Committee in collaboration with the administration and are approved by board action. The Board is committed to examining policy and practices through the framework of poverty to aid in decision making that is equitable for all students. When requested the administration will develop administrative regulations that direct the implementation of the policy. Board policy will comply with all applicable local, state and federal codes and statutes. The policies will be posted on the District website and are available at all buildings upon request.

The policies of the Davenport Community School District are developed by the Board Policy Committee in collaboration with the administration and are approved by board action.

The only documents that constitute Board Policy are approved by Board action and contained within the Board Policy manual and posted on the District website. District personnel should refrain from referring to any other documents as Board Policy.

INTERNAL BOARD OPERATIONS

AdministrativeRules and Regulations

Administrative rules and regulations shall be prepared by the administrative staff of the District and approved by the Superintendent or designee.  Upon approval the rules and regulations will be provided to the board.  The policy committee, in consultation with district personnel, may recommend the creation or update of rules and recommendations for specific policies.

The Board may participate in organizations and associations as deemed necessary to conduct board business.
