    Mr. Reed Phillips, Jr. graduated from the University of Iowa, B.A., The American University, M.S.; Marine Corps Officer and Commanding Officer of the Communications Company, First Marine Division in Vietnam; Director, Data Systems at Marine Corps Development Center; Director, FBI Systems Development; developed telecommunications systems for ABC's broadcasts of 1984 Olympics; First Chief Information Officer 4, U.S. Department of the Interior; Chief Information Officer, U.S. Department of Commerce, implementing Automated Patent Systems, the Next Generation Radar System and 1990 Decennial Census systems; Adjunct Professor, The American University; advisor to Government Information Technology Executive Council.
