Hall of Honor Recipient
Served in the Army Air Corps in 1943-1945 during
World War II; Co-creator of Valley Bus Company to transport
mentally and physically disabled children throughout Scott County;
Graduated from the FBI Academy; In 1966 was named Chief of
Detectives for the Davenport Police Department, as Chief of
Detectives, he led the investigations on some of the most infamous
crimes in the history of Davenport including breaking the case for
the Shamrock Tavern murders in 1972; 1975 was appointed acting
Chief of Police for the City of Davenport; 1976 elected State
Senator 41st District Davenport; 1978 appointed Scott County
Sheriff by the Board of Supervisors; Began the DARE Program in
Scott County; Established the Sheriff Department's first
Emergency Services Team (SWAT) to handle crisis situations; Created
the Neighborhood Watch program for Scott County
